Good governance or populism?

While PM Tymoshenko gets praise from a past President of Ukraine: Kravchuk. "Kravchuk pointed out that the State Budget-2008 solves numerous social and even historical issues, for instance, the reimbursement of savings in the former USSR Savings Bank. These are really the actions, aimed at increasing confidence in power. But there is yet another moment. Politicians now strive to fulfill their pre-election promises. You know, probably, this happens for the first time through the history of the Ukrainian independence, that the authorities keep their promises”, he stressed." (UNIAN)

Regarding implementation - besides tied up phone lines, there are crowds of people at bank branches and this is causing the police to react more agressively than they should IMHO - In Lviv the police sent away senior citizens who gathered to register their information. In Poltava a tv film crew were threatened by police and in Donetsk money for pay outs has not even arrived though pay-outs are supposed to begin tomorrow. Photo-report from UNIAN in ukr.
Unfortunately this all could snowball into a really ugly situation and is the first major test for the new PM as well as for the newly replaced Minister of Interior Lutsenko. BTW - is Party of Regions still in charge of Oshchadbank???
